The need for new policy initiatives and strategic decisions is imperative to ensure that strengthening the competitiveness of the European Non-Energy Extractive Industry (NEEI) remains a high priority on the EU’s development agenda.
The new European strategy for the integrated and sustainable development of Europe’s mineral resources, based on the “Raw Materials Initiative – Meeting our critical needs for growth and jobs in Europe” (Brussels, 4/11/2008, COM(2008) 699 final, {SEC(2008) 2741}), recognizes the importance of a stable and uninterrupted supply of mineral raw materials (MRMs) for Europe. It places strong emphasis on achieving both reserve and production self-sufficiency—through the sustainable exploitation of primary European MRM sources, as well as through the recovery and utilization of secondary sources such as waste materials.
